English Learner Advisory Committee (DELAC)

The goal of bilingual education programs is to help eligible students develop the English language skills they need to succeed in an English-only instructional setting. This is achieved through structured immersion models and support in the student's primary language.

Assessment begins with the Home Language Survey, and the California English Language Development Test (CELDT) determines eligibility for students as Limited English Proficient (LEP). Once students meet the criteria for redesignation, they transition to an English-only program and are reclassified as Fluent-English Proficient (RFEP). Schools with more than 20 LEP students are required to establish an English Learners Advisory Committee (ELAC).

ELAC is composed of school staff and parents of LEP students. This committee works on developing, implementing, and evaluating the school’s program for LEP students, and provides advice on bilingual funding, as these programs are supported by state and district funds. Schools must hold at least eight meetings annually to inform parents about the academic program for LEP students and budget items that impact their learning.

Three parents/guardians of English Learners will be elected to the DELAC.

To volunteer, come to the Orientation and submit the Self Nomination Form by Friday, September 5, 2025.

DELAC Responsibilities

  • Advising the School Site Council (SSC) on the development of the Single Plan for Student Achievement (SPSA), especially those sections related to English learners.

  • Assisting in the development of the school’s Needs Assessment and Language census.

  • Making efforts to make parents aware of the importance of regular school attendance.

  • Advising the principal and staff on the school's program for English learners.

  • Assisting the LDELAC in the dissemination of information and materials related to all aspects of the Master Plan for English Learners.

  • Advising in the development of and approval of the school’s Title III and Economic Impact Aid-Limited English Proficient (EIA-LEP) budgets.
